The first vote centres on the contentious issue of construction land in the city and the initiative wants the city to buy the SBB owned Neugasse site in Kreis 5. It’s pretty complicated but the initiative demands that the city purchase the site from SBB. The problem is that SBB don’t have to sell which has led to the city and municipal councils to declare the initiative invalid which is why the voters have the final say. Should the initiative be rejected the current negotiations with SBB to build 375 affordable apartments on the site would be accepted with a yes vote on the initiative leading to more negotiations with SBB and a delay in construction of new housing.
